The USS Liberator (under the command of Commodore Lenscher) is a Sovereign-class dreadnaught that was involved in a plot to foster alien resentment within the Federation. They first sent the USS Hawk to a Wolf 359 Commemoration towing an explosives-laden Romulan cruiser also filled with dead Romulans (on SD 50501.10). Manticore was able to disarm the explosives, so that plot failed.
After that plot did not succeed, the Liberator destroyed the Hawk and reclaimed their bait, while being tracked by Manticore. They came to Starbase 1 on SD 50504.11 and planned on using the same Romulan cruiser to disrupt a secret meeting of the Federation Council that was actually taking place on a freighter nearby, the USS Runnymede (commanded by Colonel Wendover, the Council's Security Chief). After a fierce battle between the Liberator and Manticore, the Council's security ships (Galaxy class), surrounded and subdued both combatants, only to have to totally disable Liberator after it refused to stop fighting.
